IL-518 Northwestern Illinois Continuum of Care welcomes any agency or community member that is dedicated to preventing and ending homelessness.

What is a Continuum of Care? 

  • A Continuum of Care, or CoC, is a network of homeless service providers, community members, government officials, educators, businesses, and individuals who work together to prevent and end homelessness. 15 Counties make up the IL-518 CoC: Bureau, Carroll, Henry, Jo Daviess, Knox, La Salle, Lee, Marshall, Mercer, Ogle, Putnam, Rock Island, Stark, Stephenson, and Whiteside Counties.

Benefits of Membership

  • CoC membership is required in order to access certain State and Federal Funding. This funding is available only to agencies, not to individuals; if you are looking for financial assistance, start [redirect – GET HELP]
  • Some funding streams require a letter of support from your local CoC. Letters of Support are only available to members of the CoC.

Membership Fees

Membership fees fund CoC administrative duties, including stipends for members of the Lived Experience Workgroup.

  • Individuals not associated with any agency or government: free membership–thank you for your service!
  • Entities that do not receive any funding that flows through the CoC: $50 annual membership
  • Entities that receive funding that flows through the CoC, such as Continuum of Care, Emergency Solutions Grant, IL DHS funding: membership fee is equal to 0.1% (one tenth of one percent) of the agency’s CoC flow-through funding allocation
